    Within the context of SDG Financing, UNDP has launched the Sustainable Finance Hub, which is a finance and innovation platform that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the Sustainable Development Goals (SDGs) and lead the implementation of the new UNDP private sector strategy. As part of UNDP's Sustainable Finance Hub, development finance has a central role to play in delivering support to the UN member-countries, in leveraging new sources of capital, offsetting high debt burdens, and in innovating for long term solutions to challenges around climate change, disaster resilience, and fragile ecosystems.

    The Istanbul International Center for Private Sector in Development (ICPSD) is one of the United Nations Development Programme (UNDP) global policy centers mandated to leverage the role of the private sector in development. The ICPSD was established in Istanbul, Türkiye on the basis of the Partnership Framework Agreement signed between the Government of the Republic of Türkiye and the United Nations Development Program in March 2011. The Center is one of the five global thematic centers of UNDP, advocating and facilitating the contribution of the private sector to human development and inclusive growth through the following thematic priority areas:


    • Private sector engagement through South-South cooperation for the SDGs.


    • Role of the Private Sector in Skills Development.


    • Impact Investing.


    • Private Sector Resilience and Crisis Response.



    UNDP Istanbul International Center for Private Sector in Development (ICPSD) has a mandate to leverage the role of the private sector in development. Moreover, under the thematic area of Private Sector Engagement in Skills Development and SDG AI Lab, ICPSD offers evidence-based knowledge, advisory, and partnership services supporting the expansion of job and livelihood opportunities for the disadvantaged groups. The center analyzes cases of private sector-led or public-private partnership skills development initiatives.

    Towards fostering sustainable and inclusive growth for the achievement of the Agenda 2030, ICPSD has developed targeted multi-stakeholder partnerships for skills development. ICPSD and HP Foundation are collaborating to enhance entrepreneurial and 21st century skills development both at global and local level. Within the framework of the partnership, ICPSD conducts research and awareness raising activities, provides technical advisory for different institutions on programme design and implementation; and implements capacity development activities. ICPSD and HP Foundation have initiated a global support programme to advance entrepreneurial skills development through HP LIFE. HP LIFE is the HP Foundation's free IT and business skills-training programme. It is accessible online, offline, and in person offering more than 30 courses in eight languages for entrepreneurs, business owners, and lifelong learners all over the world. Global support programme offers capacity development trainings and aims to equip individuals with necessary skills to localize entrepreneurial skills development in their countries and communities. It nurtures HP LIFE network and supports the advancement of entrepreneurship ecosystems in different regions and countries.

    To support digital entrepreneurial development in the global South, ICPSD will establish a Virtual Digital Business Incubator (VDBI) to cultivate a new cadre of responsible and competitive digital entrepreneurs and start-ups from these regions. The Virtual Digital Business Incubation Programme is a comprehensive programme aimed at supporting tech entrepreneurs and early-stage digital businesses to start, grow, and sustain their businesses through a virtual incubation platform. The programme will provide access to training, mentorship, networking, tools and technologies and financing opportunities for digital entrepreneurs and startups in developing countries to build successful and sustainable digital enterprises.

    The Entrepreneurship Research and Partnerships Analyst will contribute to the implementation of the strategies of ICPSD on skills development through facilitating and advancing partnerships and resource mobilization primarily for the partnership with HP Foundation and Virtual Digital Business Incubator programme

    Duties and Responsibilities

    Under the guidance of and direct supervision of the ICPSD's Technical Specialist, the Entrepreneurship Research and Partnerships Analyst will be responsible for:



    Supporting the Maintenance of Global Support Programme for HP LIFE:

    • Maintaining a network of trainers (trained under Global Support Programme) and designing and implementing community of practice activities;
    • Maintaining existing partnerships under the programme and ensuring partner capacities are strengthened through programme activities;
    • Building new partnerships to expand the coverage of the programme and to localize HP LIFE experience in different regions and countries;
    • Developing customized concept notes and proposals for effective implementation according to specific needs of partner institutions;
    • Maintaining a pool of master trainers to design and implementing effective trainings for partner institutions;
    • Providing operational support for the programme including procurement and recruitment processes.

    Supporting the establishment of Virtual Digital Business Incubator Programme:

    • Assisting in the development of the strategic roadmap and implementation plan for the Virtual Digital Business Incubator Programme, considering key objectives, target audience, programme structure, and resource requirements;
    • Collaborating with internal and external stakeholders to gather insights and input for programme design, ensuring alignment with the needs and expectations of startups and entrepreneurs;
    • Supporting the development of programme guidelines, policies, and procedures, including eligibility criteria, selection process, mentorship frameworks, and evaluation mechanisms.

    Ensuring implementation of the strategies of ICPSD in the private sector-led skills development area, focusing on achievement of the results:

    • Analyzing and synthesizing proposals on the areas for support and interventions within this thematic area;
    • Contributing to the facilitation of partnerships and regularly covering industry related stories and their development impact through briefs, news items and blogposts;
    • Preparation of inputs for reporting, including reporting to higher level management of ICPSD;
    • Financial and substantive monitoring and evaluation of ICPSD activities under the skills development thematic area, identification of operational and financial problems, development of solutions;
    • Contributing to team building and human resources development in the practice and supporting onboarding of team members, consultants and interns;
    • Ensuring compliance with necessary UNDP administrative and financial procedures.

    Supporting the team in development of strategic partnerships and implementation of the resource mobilization strategies:

    • Establishing and maintaining a portfolio and pipeline of partnerships and actively working for the realization of the partnership objectives;
    • Identification of relevant private sector initiatives and partnerships, preparation and presentation of the partnerships for approval and endorsement, finalization of contribution agreements; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of related activities through review;
    • Analyzing and researching for information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization for skills development thematic areas;
    • Supporting communication, advocacy and outreach activities and events for their implementation in line with the respective guidelines of UNDP;
    • Creating linkages with stakeholders for enhancing the impact of advocacy activities.

    Providing top quality advisory services on private sector engagement in skills design and delivering to the relevant stakeholders and ensuring facilitation of partnership-related knowledge building and management focusing on achievement of the following results:

    • Identification of sources of information related to the thematic area;
    • Identification and synthesis of best practices and lessons learned that are linked to the thematic area.
    • Application of conceptual models in support of partnership and intervention design;
    • Supporting the implementation of projects and realization of the objectives of partnerships;
    • Maintaining a network of partnerships and manage relationships with partners, practitioners, and other stakeholders;
    • Organization of events and trainings on the thematic area;
    • Supporting the Technical Specialist with any other relevant duties on research, resource mobilization and partnerships as may be assigned.

    • Entrepreneurial Thinking: ability to create clarity around UNDP value proposition to beneficiaries and partners and to develop service offers responding to client needs based on UNDP's organizational priorities and mandate;
    • Monitoring: ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results;
    • Resource mobilization: ability to identify funding sources, match funding needs (programmes/projects/initiatives) with funding opportunities, and establish a plan to meet funding requirements;
    • Private sector engagement: ability to identify, conduct outreach, and manage relationships with the private sector;
    • Communication: ability to communicate in a clear, concise, and unambiguous manner both through written and verbal communication; to tailor messages and choose communication methods depending on the audience;
    • Digital ecosystems: knowledge of how they work, understanding of the opportunities and challenges for governments and society.

    Required Skills and Experience

    Education:

    • Master's degree in economics, management, business administration, international development, international relations, political science, economic development, or related field is required.
    • Bachelor's degree with additional (2) two years of experience can be taken into consideration in lieu of Master's degree.

    Experience:

    • A minimum of two (2) years (with Master's degree) or four (4) years (with Bachelor's degree) of progressively responsible work experience in international development with a preference for private sector development or private-public partnerships experience.
    • Minimum two (2) years years of work experience across private sector, government agencies, non-governmental organizations, or international organizations, in a role focused on partnership development.
    • Minimum one (1) year of work experience in designing and managing skills development/employment, and/or entrepreneurship programmes;
    • Demonstrated experience in designing and managing incubation programmes is an advantage;
    • Proven record of experience in designing and conducting training sessions, workshops, or community of practice activities is an advantage;;
    • Proven record of experience in designing and implementing virtual capacity development programmes by using latest technologies is an advantage;
    • Proven record of successful resource mobilization from diverse sources, including securing public and private sector funding, grants, and philanthropic donations for development projects is an advantage;
    • Working level of French, Spanish and Arabic is an advantage.
